Bruces PA frags

I just went to bruce to tell him my mission results 4 the first time and he gave me 1 frag. I heard people talk about getting ten frags. How does it work?

You will only receive ten PA fragments if you complete all five event missions on A difficulty. Finishing them on less will result in less fragments.
