Why don't you consult the item database to see how to find Rico's Earring (http://www.pso-world.com/items.php?op=viewarticle&artid=560), and Rico's Glasses (http://www.pso-world.com/items.php?op=viewarticle&artid=507)?
It will tell you that on the Gamecube, both these items can be found by Whitill, and Whitill only.

You can get Rico's Earrings and Rico's Glasses. The Glasses allow you to see traps, but I don't know what the Earrings do (if anything). Check the links T0m gave you.
