its the little counter at the bottom of the menu screen and it says something like "Internet time @ random number". what does this mean

This is an international time system called .beats. There are 1000 .beats in a day, with (I think) 86.4 seconds per .beat.
Edit: 86400/1000=86.4, not 88.4. Sorry. >_>

Well, like I said, it's an international unit of time. So I guess it helps coordinate meetings. *shrug*
Also, if you have a Morning Glory, the ATP of the weapon will change based on the current .beat time.

Actually, I thought that the special only works on certain beat times and that it doesn't get powered up. Here:

it is when the first number is even you can use the special to cast heaven strike i have one on xbox there cool
