Fastest way...(Photon Drops)

Isn't really a fast way since they can drop from basically every enemy. You could always run Ultimate forest runs, I've seen many drop in there in the past.

Everyone complains about getting PD'd when they are hunting for an exceptionally rare weapon, so I would sugest doing that. LOLZ

Basically every red box I see is a Photon Drop...ugh...

You'll find a bunch, and it might be from an enemy that drops Heaven Punisher or something, who knows.

Yeah... I have been playing for about 500+ hours and all I have are about 10 PDs

The best way to find Photon Drops is to do runs on an Ultimate-level quest where you can kill lots of enemies quickly. Fake in Yellow fits that description pretty nicely.
