So I have a problem running psu lately.
The problem is when I come out of a loading screen, my screen can be normal or gets glitched(see image).
It stays that way even when I quit psu and go back to windows, I have to reboot to get it back to normal.

I guess it is a graphical problem. I have a Asus AX800 pro Graphics card(ATI) and run on Windows XP.
PSU is the only thing I have this problem with, everything else runs fine.

Any ideas?

In your display settings what's your resolution set to? I once tried setting it to a wide screen one and the top of my window was also coming in on the bottom and looked exactly like that. Try that, then also check the resolution that PSU is set to in the options menu. And if you're running it in full screen, try windows mode, or vice-versa. You may also wanna check and make sure you have the latest drivers for your graphics card, and if so, try reinstalling them.

How much memory does your video card have by the way?

So basically I tried everything you said and it didnt go away, It got even worse -_-;
I have never played this game smooth though, always have had slowdown, I blame my PC beeing outdated.
CPU load beeing constant in 100% while playing PSU too. o.o
So im on a break from PSU till I upgraded it.

Also video card is 256MB
