Does having a good % actually make a difference when fighting creatures. I never really bother with it at al, is that bad.

Not really, but it does affect the damage dealt by a little bit.

Except for challenge mode, I wouldn't worry about it.
Unless you have a % bonus to hit with a mechgun that's at least 25ish, you shouldn't care.

hit % over 25 (and especially 50+) can make a massive difference.

the % in gc and on bb affect the weapon atp
if the weapon has 600 atp, with a 50 % boost it would become like a 900 atp in that atribute
hit % work as only hit, 50% means 50 extra ata for the weapon

as for the dreamcast the % go from -60 tekked wrong and 60 % if tekked right (50 % +10% from tekking), but they affect the entire atp
1000 base atp + 500 from weapon = 1500.......1500 plus 27% from shifta becomes 1905.......1905 + 40 % native atribute = 2667

this is why i on ultimate mines have 2700 atp and with the 50 % atribute my atp goes above 4000

I regularly upgrade my best weapons. On a weapon with lots of ATP, % make a world of difference.

The only weapons that don't really need atribute percents are most of the magic weapons, unless you are a melee force, and mechguns because the amount of ATP that they give is so insignificant that the percent boost does hardyly anything.

But Hit% on Mechguns is critical to having effective accuracy.
