What level is Megid useful at?

What level it becomes useful... I honestly don't know. :/ I'd wager around level 20, but even then I'm not certain. Just a guess.

At level 29 my level 57 Fonewearl can take pretty much anything down in V-hard mode with one cast.

Haven't tried Ult. mode yet though

It is useful against certain monsters in Ult, but you aren't gonna be using it on all of em.

I don't remember the ones that are susceptable to it, but I remember the Gulgus and Gulgus-gue are (wolf types) and a bunch of the EP2 stuff is weak against I believe.

But, I wouldn't rely on it till it is past 25th level.
