How do you get Letter to Lionel quest?

I was wondering if anyone knew exactly what I need to do/complete to unlock the Letter to Lionel quest. I've beat the first three forest quests and have the caves quests unlocked. I've also completed caves offline. I don't want to play quests until I finally unlock LtL. So does anyone know exactly what I have to do? Thanks.

Yeah we have a quests tier guide which tells you which quests to beat in order to play other quests as well as levels offline to unlock(That does matter).
