i would liek to make a new one. Or can i change my E-mail on this one so i can use it to make a new one.

Why do you want a new account? If you want a different name; we can change it.

We don't delete accounts on this site.

Yeah, seriously. If you'd like to change your name, any moderator can see to it that it gets done. Granted, only a hand full of us have the ability to do it, but any of us can get the message to someone who can.

It has never been the site's policy to delete accounts. If you want to stop posting on PSO-World, you are expected to refrain from logging into your account. We may on very rare occasions rename unused accounts, but they are never deleted.

just how much data stored does PSOW have that's never accessed anymore? or even, what's the total size of PSOW.

The total size of PSO-World will vary depending on your counting method. It is sufficient to say that it is several gigabytes.
