Mag Cells

Could someone please tell me what a mag cell is and how to use it.

A mag cell is a baby mag that can only be found online. When you use it on a high level mag, or any mag that meets the requirements for it, the mag cell will make the mag into a rare mag.

I'm going to get a parts of robochao, could I use it on a mag such as a Bhima?

Will it work on a rare mag that I could get without a mag cell or does it have to be one of the non rare mags?

Non-rare only. Once a mag becomes rare, it cannot change.
