can i use mag cell on lvl 200 mag?

i have a mag cell(heart of devil) that i want to use it on lvl 200
mag(rati), but i can't use it. i heard that i can't use it on rare
mag again. is lvl 200 mag consider as rare mag? my other question is
can i use andriod to do this?

If you are an Android you can't do it. If you have another character that isnt an android use him to make the mag. If you don't have another character get a friend to do it.
