what are the "Rare Mags"?

Everything under the Mag Cells section and the "Ep1&2 New Rare Mags" section are rare mags.

i have a question also. i have this feeding list thing that tells me exactly what to feed my mag to getr the exact stats i want on it and at 200 it wont cpmlete the equation ever. so i heard that if its at 200 and not a specail mag then you can feed it a star atomizer and it will change? so when its at 200 i can give it to a hunter, feed it a star atomizer and get a Rati like i want?

I don't think that works. If you just had to get it to level 200 and give it a Star Atomizer, that would make it too easy.

What your mag turns into depends on character class, section ID and the mag stats itself.

can Racasts and other androids get rare mags?

Every character can get a rare mag. The type of rare mag you get is determined by the section ID you have and what character you have. As long as you follow the guides for rare mags and get the stats right. Using Mag cells is a different story though since mag cells usually have different requirements and not all classes can wear them.

but can't you only get mag cells on blue burst?

You can only get Mag Cells online, not necessarily in Blue Burst.

Since most of the servers have been shut down, though, Blue Burst is probably the place where you're most likely to see Mag Cells.

Mag cells were in ALL versions of PSO. It's just that the Xbox/GC ones needed online to get mag cells of any kind, (Holiday ones, and the ones in quests). Blueburst is online only so you just have to find the right quests to do, or wait for the holidays.
