GC: Confused about how to get a Dreamcast mag...

I really appreciate any help, because I'm very confused. The mag cell guide says this:

Mag:
Dreamcast

Requirements:
Kit of Dreamcast,
(Mark 3 OR Master System OR Genesis OR Sega Saturn),
Lv 100 MAG

The way I understand it is that I need a lvl 100+ Mark 3 OR Master System OR Genesis OR Sega Saturn. Then you use the kit of Dreamcast on it. Is that how?

I'm making 2 sega mags and they accepted the cells differently depending on the level of my character.
This is really a strange thing and hasn't been completely worked out on the GC version.
It's changed from the dc version apparently.
I was so sure I had it, but I got completely different results than everyone else.
The only logical explination is the characters level I think.
As I laern more I'll let ya know...
