is there down loadable quests for PSO on the Gamecube?

On Gamecube, the only downloadable quests were for Episode 3.

great, then why does it say downloadable quests on EP1 on and hunter guild in the game?

From what I heard, there were plans for downloadable quests, but a glitch in the server/client software prevented it from working.

That was for any downloadable quests online. Once downloaded, and I am only speculating this, you could play the quests on or offline.
