I don't believe there is any way to get Mag Cells legitimately if you only play offline.

Uhh, there's always offline trading...
I personally don't have any, but try asking in the Trader's forum or post something in your Sig about it. I don't see why people shouldn't find out eventually and have a look through their bank... =]
