Hello...I'm looking to find out how to feed my PM so that at level 80 it will be a GH-450 with the lowest amount of TECH possible

Feed your PM Digi disc it's a cheap way to get to lvl 80.and get a pure 450.

Is the online feeding different than the offline one? Well, when I try to use that link to check the evolutions, it turns out to be completely different than what my PM became. After feeding lots of photons, my PM had a striking, range, and tech of 10 each and it became a GH-420 rather than the GH-440.
