Mericus and Merikle are found in the Control Tower (Online for PSO Regular, Offline for PSO PLUS).

There are 3 quests, refered to Tower Quests for all 3 in short. You must beat them in order to go on to the next one.

-Seat of the Heart
-East Tower
-West Tower

They mainly appear in the East/West Tower.

Merikle and Mericus ONLY appear in the towers. You will never find them in the jungle. Correct me if I'm wrong but I think you have to beat Seat of the Heart first to unlock East/West Tower quests.

I found BOTH,since it was normal all I got were Star Atomizers,but I'm gonna do it in Hard once I reach lv.60 with my RAmar.
