How many hits, on what number of targets, and how accurate is this PA.

Also, is the accuracy static, or does it improve?

accuracy is static at 72%, I put some stats in the other thread discussing star rarity of the new PAs... currently at level 16 it's at 161% ATP and 72% ATA... cost: 20... first part hits 3 times, max of 2 targets per hit; second part hits 4 times, up to 3 targets per hit. Range is phenominal.

1st strike is 3 hits to two tagets
2st strike is 4 hits to two targets
3st strike... not sure yet, I think it's one big 360 degree hit to 3 targets with wicked attack power.

Level 23 stats:
Att: 168%
Acc: 72%

Accuracy starts increasing at 31+.

Yeah, it's actually so good... I don't even bother PA cancelling the first part. The surfing is extremely manueverable, so you can hit more than 2 targets with the spread depending on how large of an arc you turn.

If not for the surfing part, it'd also look incredible. The surfing gives it a bit too much of the WTF factor, though.

Don't let looks put you off of it, you can't hide from Dus Majarra unless you're playing solo. If you're going to see 2/3 of your team using it anyway, might as well swallow your pride and go for the huge stats.

I already laugh at other player's character models, so laughing at their PA choice isn't much different.

Quote for truth! The other day, I found myself in a party with a "Sephiroth" who had to have had the most feminine voice pitch selected for a character.
Aside from the horrible cliched white hair and black clothes, it was entertaining to hear him daintily yell out as he swung his sword.
