Akikos Frying Pan help please

ok, i've started the whole thing by talking to the guy at the start of "Secret Delivery" and I've completed all the quests (also talking to the members and getting approval). Once i go back to "Secret Delivery" and talk to the guy, he says "The ultimate weapon! When can I see such a wonderful thing?!" and his wife talks about her husband doing something with the emblems again. What am I doing wrong?? I've done the steps twice now and still nothing... please help.

I think what Daminite meant was "is Burketta completing the quests after talking to the people that give approval?" Sure Burketta has completed all the quests, but is she completing them again the second time thru?
