Why did you have to delete your memory cards?

i had to delete the system file because it was linked to another ps2 and so was the network file but psu is saved on because when i go to my brothers and play on his psu i just type in my name and password

Tried turning off your router for ten minutes before using it on your PS2?
Your PS2 might need a different DNS.

Start menu
run
Type "cmd" or "command"
after you are in a dos prompt type: ipconfig /release
A few minutes later type ipconfig /renew
That resets your IP, if thats your problem.

Chuck is totally right on this one, why would you do something like that? It is unnecessary to do so. All you got to do is load some sort of memory card manager and remove the files that you don't need.
