Easy Question

What exactly do units like Giga / Bullet Saves and Tero / Saves do?
I never got around to using one before and now I can't see all that much of a difference.

Giga/Bullet PP Save: 75% cost on Bullets, 200% cost on Arts
Giga/Skill PP Save: 75% cost on Arts, 150% cost on Bullets
Te/Tech PP Save: 80% cost on Technics, -30 TP
Tero/All-Save: 90% cost on Arts, 90% cost on Bullets, -100 ATP, -50 ATA (I think)
