LOL! I was searching all over for it, but it's just that really big building at the city with that pink circle around the entrance. No need to travel to other lobbies first, it's just right there!

It's in between the Flyer Base and Shop, that temple in Neudaiz w/ Bridge and lilly pads

once you at the central lobby turn right and is the big building that once open say pavillion.
