I can't seem to find how to get to these lobbies / quests

Sacred Stream C to S: Mission Counter: Neudaiz: Pavilion of Air
White Beast C to S: Mission Counter: Neudaiz: Pavilion of Air: Top

I never learned Missions by name, only by where they were at.

Not really that hard. The first mission is located at the temple on the other side (opposite side) of the flyer base, since it is now open to the public. The second mission is located right after that.
