Questions concerning Lv20+ offline play

I must admit that i'm one of the few people stuck without a modem (Ok, maybe that few is a bit more than i think) and i've been enjoying PSO through the 4 player offline mode and one player. What changes about these modes when you hit the 20's and Higher? What's avalable for a FOnewm in the shops? (I lent it to a friend and that's why i'm asking.)

In Hard mode the only change is the difficulty (critter stats) and what you can find (view the Item Finding database for more info). The shops will upgrade at level 26 at which point you'll be able to buy various basic 1 and 2-star weapons, decent armor, and decent spells (up to around level 10).
