GC: What level is the Zonde on the Summit Moon?

Just want to make sure. I know only a Force can use a Summit Moon, but can anyone make it who is over lvl 100?

I would imagine that only a force can do it since you have to have the cane series weapon equipped to use the moola rock on it. If i am mistaken, someone please correct me, but i'm pretty sure that's what it is.
