Im playing offline mode and i cant seem to get the lionel's letter and some other quests.... ive beaten the tier 1 quests and beaten all the bosses except Dark Falz...

You still need to beat more quests to open up the new ones.

You need to beat all the quest's and have all four areas open.

what lvl should i try to complete all the quests?

Any level it doesn't matter the prizes are the same but the EXP. is lower on normal compared to hard, obviously. I'd says what ever level you can do them all on. I did them on hard when I was around level 35 I think, just to get them out of the way. They are all very easy then and you get decent exp for your level also.
