PSO-GC: I need help for multiplayer

I'm having problems. Me and my friends can't get into Ultimate mode on multiplayer mode offline. In the past, two of us could beat a difficulty and the rest would be able to join us in the next stage.

ex. If two of us beat Hard, then everyone else could enter Very Hard with us. We've beaten Very Hard as a group and two of us have beaten Very Hard individually. Yet, we can't fight multiplayer offline on Ultimate. Does everyone have to beat Very Hard in order to reach Ultimate or what?

It all depends on character levels. It doesn't matter what you did in solo, I could get into ultimate with a level 40 character but going into multi mode it would lump me into very hard.

All characters need to be a certain level to get into a difficulty
all level 20 for Hard mode
40 for Very hard mode
80 for ultimate.
