Is it possible, or legal to actualli just start a web radio? and how do you start one can anybody help??

You can set up a Shoutcast radio station easily (I had one running for a short time.) You could also use Icecast.

If you don't mind shelling out a little cash you could go with Pirate Radio (http://www.pirateradio.com/)

Forgot to mention you can also pay for hosting using companies like ServerRoom. (http://shoutcast.serverroom.us/)
