I believe that the database info for this weapon is a little erroneous. First of all, it lists the only findings as Ultimate Seabed, Skyly, and yet it is also listed as a 9-star weapon. It also states that only Fomarls can use it as far as Forces go, but using the required ATP they provide, all Forces except Fonewearl can equip it.
My best guess is that it was a DC version 2 weapon, and they didn't update the information. I didn't play DC that much, so I wouldn't know.
