I'm just curious, from what i was looking at so far, is skyly the only sectionid that can get the twin brand?

Nope some other section ID's can find Twin Brand too, Bluefull, Redria, and Whitill.

skly and find them in ultimate version two my bros friend found one

I found mine after the fight with Ult. Barbra Ray. I got my first Stag after the same guy in Vhard. I think the chart says that skylys can find Double sabers from it on hard, but I never played hard ep2 (skipped right to Vhard) so I never found one from it.
