No it's not, he's only the boss for that build which is basically a demo. Which meeeeans the final boss is probably a new character otherwise they would've just used Bison.

I kinda figured that. It would be such a disappointment to have him as the final boss.

Clearly the last boss is Mike Tyson Bison due to the BG stage with that lowrider and the casino lights. But yeah,

Sagat's AI wasn't very competitive there, wouldn't be that much of a last boss. Tuned up AI for a final build of the game, maybe, but disappointing. Would let more people hate Tiger Uppers though.

The final boss should be someone new. Bison already had enough
games as a final boss. if there's only one thing I liked about SF3,
was that it had a original final boss that is in fact cooler than Bison

it could be possible that its like street fighter alpha 2 where there was no static last boss. for example sakura's last boss was ryu.
