PA fragments

Ok this might be a really stupid question, but what are pa fragments and how do you find them?

PA fragments are obtained through two methods.
1-S rank a story mission on A (First time only) for 10
2-S rank a normal mission on S/S2 for 1 on S, 2 on S2

And they are used in exchange missions for PAs only available this way. Bullets on Parum, Skills on Moatoob, and Techs on Neudaiz.
