i cant really pinpoint a single character as actually being a badass, because if anything, games try too hard to make the main characters "overly cool badasses." but i did laugh a few times at colonel volgin in metal gear solid 3, he was over-the-top badass, much like what you'd catch in a 1980s arnold movie, where they can laugh at themselves for how absurdly over the top they are, while making the characters awesome mostly for that reason... shooting the davy crockett at the research facility, "interrogating" granin, the fight where he beats the shit out of snake, his overall resilience to just dying and that maniacal laugh... he's one character that i really didnt know what to expect from for what he'd do... most specifically since its a prequel, the reasons why big boss 30 years later had an eye patch, or why he was in a coma in the 70s, so you had to figure that asshole had soemthing to do with snake's misfortunes. i enjoyed it all, as hard as they tried to make him a sadistic asshole.
