PSO-XBox: Hunters License Still On?

Hi. I just bought my xbox about like 4 and a half months ago(used). I also bought PSO(used), and I got xbox live subscription for a year just to make an account on my xbox for PSO. So I get online, but I can't get a Hunter's License, it always has the "ERROR-406: Failed to connect", I've been reading around, and I am "HOPING" that I am an idiot that does not understand >.<, Lol. but since the American servers are closing down on April 30th, can I still get a Hunters License before then and get online before then?, or is the Hunters License officially over? D=
