quick question about the pa rebalance

i tried searching to see if its been asked before, so i was just wondering if:

1) it will make pa's take 2x/3x less exp to level or

2) exp gained will increase by 2x/3x

in option one, already leveled techs will increase in level, in option two they wont. im assuming itll be option two, but doesnt hurt to dream no? ;)

Your PA will not double or tripple in EXP and gain lvls when you log on tomorrow.
