I recently got a new hard drive for my laptop, but when I tried to install it, I couldn't get a partitioner to work (well, I only tried the one on the Kubuntu 8.04 KDE 4 disk), and as far as I can tell my BIOS doesn't offer any options to do anything with the hard drive.

Also, what would be the best, easiest, and cheapest way to move everything from the old drive to the Windows partition on the new one? Should I try and get the Windows Install CD from Dell (I didn't get one with the computer, I think they are on demand only)?

The computer is a Dell Inspiron 6000 that is 3 years old and has received 0 BIOS updates.

A windows install CD will give you the option to format, provided its not an upgrade disk and its bootable. Windows CDs are almost as prolific as AOL trial CDs back in the day. It shouldn't be too hard to dig one up.
