Some kind of item that is not present in GC/XBox/BB. Beyond that, no idea.

it is a mag cell, possibly to make the elenor mag.

sega idea on many items was to make a specific quest to obtain for example the guld milla. ("join parts" item+ both guns+quest)

my opinion is that the item you mentioned works similar to sega console mags.
in towards the future you deliver mark III + sound sorce fm and the tekker will receive both items and combine them into master system mag, then you do the same for genesis and so on, basicly you need the quest to evolve the mag.
so basicly sega may had something like this in mind (mag + item + quest = new rare mag) but unfortunatly the item has no use since no such quest was made and there isn't any method to make it combine into something else.
