Where, When, and How do you find this Holiday Rappy I hear about? Was it only in an online quest? If so is it still possible to get all those glorious mag cells offline? If so, can an Oran find a Heart of Devil mag cell? and where/from what?

Sorry dude, you'll have to wait a year. Those mag cells come from St. Rappys. They replace the Love Rappys in Online Temple, during Xmas.

I did that's what got me interested, it really doesn't answer my questions. But thanks, and it's a bummer I have to wait a year...but I WILL HAVE A DEVIL WINGS MAG!!!

so can you find a devil wing's mag cell and just not a holiday/St. rappy? or you can't find either?

No you can only find cells through special events and monsters still. So no you can't. She was just saying the Cell that was dropped by the special monster was random. So yes you'll need to wait for whichever next event ST does for cells which I don't think will take 1 year. Might even happen for easter.
