Mine is in RAR, but I can't see it, so I assume it should be in zip? Would winRAR be a good program to convert it?

use WinRAR. Once you convert the folder should be in there, just send it to PSP/GAME and remove the "phantasy star portable" part of the folder name.

You want to run me through the process? I'm new to winrar. I've heard about it, but that's all. Do I extract the file or what?

its the same as a zipped file except rar files compress into a smaller file size. You treat it the same way as a zip file except you use winrar instead of winzip to unpack it.

What exactly do I do, though? Do I right click on the file and select and option or what?

Right click the file, Open With: browse for WinRAR. and it should convert into a WinRAR file.

Do I place ULJM91014 in Game or in Savedata?

Do you have your firmware up to date? I think you need that to do it.

It may be that the data is NOT corrupt, but that instead stupid Windows (or whatever OS is on your computer) has copied the Windows icon files which are not recognized on the PSP. If there are any such hidden icon files, they must not be copied over to the PSP. They will make anything appear as corrupt.

I did my transfer from a shell window (on a MAC) and deleted the icon files added by OSX prior to copying the data over to the PSP via USB connection.

It is indeed in the PSP's Game directory that you should place the UMJ... directory.

It sounds like you're on an official firmware. Go to the PSP main menu, go down to System Settings, and then System Information. What does it say the firmware is?
