You need to have a Photon Booster, Frozen Shooter +9, and 162 ATA (or more)

How do you get a photon booster?

To the best of my knowledge, it was online-only from Gallon's Shop. I may be wrong, but that is what my source says.

I think that you had to randomly trade photon drops in the guest Gallon's Shop to receive it.
