I'd like to be able to take PSO with me on-the-go. So I've been looking at my ultra-portable PC options, and from what I've found the best gaming UMPC geared towards PSO would be Samsung's Q1 Ultra Premium

http://www.samsung.com/us/consumer/detail/detail.do?group=computersperipherals&type=ultramobilepc&subtype=ultramobilepc&model_cd=NP-Q1U/P01/SEA

It's got a mouse stick that also doubles as a joystick, from what I've been able to find. It's also got all the necessary buttons available, and I bet it could at least run PSO even if it's on the very lowest of settings.

Thoughts? Opinions?

I once made a post with a youtube video, not sure if it was true but someone was using a dreamcast emulator to play dreamcast games on PSP, if sonic adventure worked then phantasy star online ver.1/ver.2 would work also.

I believe there's actually a portable Dreamcast floating around somewhere, and from what I've read, it works well. I don't know how legal it is though, so you'll just have to use google/wikipedia.

I'm more interested in playing Blue Burst on the go, that way I can Wi-Fi it up.

PSO BB is server sided, that would be hard to pull of on a PSP, but maybe in a future it will be possible.

Its actually not possible
DC specs are far more advanced than the PSP
PSP is currently in between the PSX and DC range
so it can play anything below it

To answer your question (as no one seems to want to), if it's a recent computer, then yes, I'm pretty positive it could run PSOBB.

You'll likely get better advice here (http://www.pso-world.com/forums/forumdisplay.php?f=14), as that's the Tech forum.
