You can not. It is a "bugged" item that does not drop. The only way to get it or the Tiga De Ragan is through hacking/game save modding/whatever you want to call it.

I've yet to find it myself :( Lemme guess your trying to make the Tiga De Ragan? I dont think you can find them -_- But what do I know
