Is there a way to get Tylor, Liina and Mirei's Partner Cards?

If you mean PSU v.1, no. I'm pretty sure you can get Tylor's card in AotI Offline, though I'm not sure about Liina and Mirei.

Oh man, I was really excited to get their partner cards. :(
