I leveled today and it said I gained +1 ATA but I looked and had the same ATA, the next level it said I DIDN'T get an ATA gain but I did... Anyone else noticed this? (I was using a weapon with hit % if that matters)

A weapon with Hit%'s doesn't just make you hit more often, it makes you hit more often by raising the weapon's ATA. So if you were looking at your CURRENT ATA... Which is the first, larger number, then that doesn't surprise me. But if you were looking at the second, smaller number in Parenthesis... Then that's strange...

the BASE ATA stayed the same and the ATA with the weapon stayed the same.

ATA is the only stat that is confirmed to raise in fractions. Let's say, for example, that you have a MAG with 1 DEX. That one DEX is worth 0.5 ATA. The system likes to round up numbers, so that 0.5 ATA is actually 1 ATA on your stats. Now a good percentage of the time a character will gain a level and only gain 0.5 ATA (most common with hunters and forces, as rangers tend to gain closer to 0.75 ATA per level - these are not confirmed exact amounts, just rough estimates). Now if you were wearing that MAG with the 0.5 ATA that gave you a 1 ATA bonus, gaining a level and another 0.5 ATA would show that you gained another +1 ATA, but on your stats it wouldn't have changed because technically you now have exactly 1 ATA. I hope that made sense.

I have both a lev 118 ramar and a lev 119 ramar (remade the guy with a better sec. ID for rangers) and I would agree, I get 1 ata on MOST level ups. I would say 3 out of 4 sounds about right. (.75 per level up) I am 199 ata, maybe 200 now, it was late I forget if I hit 200 or not, at lev 119. What is my max ata anyways?....off to check! http://www.pso-world.com/psoworld/images/phpbb/icons/smiles/icon_smile.gif
