Is it possible to keep redoing the blacksmith quest and keep getting those rares that he makes?

Yeah, you just have to beat all the rest of the quests first.

Or if you don't want to do that, just don't take the money.

I don't think you can since you can get a rare on the ultimate difficulty once per person. If you're wondering if you can get all 3 rares than yes. Otherwise,you might just be able to get the 3 rares once per person...

You can only get one rare per character. After you have gotten the one rare item, you will only get normal weapons from then on with that character. But, your other characters can each get their one rare weapon. Note that after you get the rare, you can just save and quit, rather than going to the hunter's guild. That way you have the rare, but can still keep playing the quest (for rare hunting and all that) without having beat every other quest.
