Due to the non increasing population on the PC/PS2 server on Phantasy Star Universe, not to mention Guardians less interested in joining a guild, clan, or organized group, Elite Alliance's status will be "private". EA will not be recruiting any new GUARDIANs at this time....

Dont make much sense to cut off recruiting cause no one at the time wants to join?? Unless i misunderstood your post:)
