Question about Fortefighter

I just reached Level 10 Hunter finally, and so I switched my job to Fortefighter. I was under the impression I would only be able to equip A and S rank weapons, but I can still equip and use my C-rank sabers and stuff. What's the deal here?

Also, I thought I might as well just ask in here: If I get PA fragments from the carnival spheres, where do I turn those frags in for the ultimate Photon Arts?

Only master classes have that S rank limit. Other wise, with all other classes, you can use the stated rank stuff and lower.

You go to the certain mission counters. Moatoob for melee, Parium for ranged and Neudaiz for techs.

Specifically, the PA frags can be cashed in at the Guardians branch on each planet as Seority mentioned.
