Selling Photon Arts

Why is there a category for Photon Arts in our character stores if you are not allowed to sell them? There are some for sale out there, but you are not able to put a new (never used) PA up for sale.

I was hoping to make some money off all my extra PA Frags by selling Photon Arts when the Arms Dealer comes out.

You can only sell the Photon Arts that you buy from the NPC shops. Also, you can only sell them if they have never been used and have no xp on them.
