I read somewhere you can only get resta tech from a boss,and you can not buy it in a shop is this true?

You get Resta as a "Play Achievement" reward. Specifically, the Play Achievement for beating chapter 1.

Not knowing Japanese caused me to discard Resta on my main character. :(

I beat chapter 1 and never got resta,what does one need to do to get the correct play achievement?

You have to go to your My Room and check your PM. She/he has the menu for achievements and rewards.

Yeah that's about right. When I first played the game though, I didn't figure that out untill i was like in the middle of chapter 5.^^; Man did I get a crap load of awards from all those achievements after all that.
