just new continue and import...they will probably be handled like Prinny:CIRBTH's downloadable content is, through the PSN

Well, if the code to open up the Download Option from the Mission Counters, when there are download missions available is there; I guess it could be possible as long as they either do the PSN store or use the built-in PSP browser to navigate to a webpage that has the download. The Download Option, in the Japanese PSP forced you to a specific Web location.

While I don't want to get hopes up, it might be possible that a stable page wouldn't be ready and that they figure it'll be better to announce when content is ready and post the page link or PSN info to get it.
